Description : POSITION TITLE:  OPC Program Manager

LOCATION: Granada, Colorado. The Overflow Processing Center will receive and process all Medicaid and CHP+ backlog applications, eligibility determinations, and redeterminations.

JOB DUTIES:  

Manage performance standards to meet OPC Contract goals in accordance with Colorado Department of Health Care Policy and Financing procedures and standards
Establish and maintain strong working relationships;
Coordinate and execute tasks to ensure operations readiness and performance through the Contract term;
Overseeing operation’s finance as outlined in the Statement of Work
Oversee Contractor staff and staffing model
Contract monitoring to ensure responsibilities and performance standards are met; 
Ensure that OPC services are compliant with Federal, State, HIPAA, and other regulations;
Review operations reports and resolve operations, telecommunications, and equipment maintenance issues to ensure maximum operational performance;
Developing operations procedures with Key Personnel;
Coordinate the preparation and review of reports required; 
Oversee Human Resource functions
 
QUALIFICATIONS:  The Operations Manager shall have a background matching the following qualifications to the extent possible:

Four (4) years of successful experience in account management with direct accountability for performance;
Three (3) years of successful experience in managing a team of at least ten (10) people;
Extensive knowledge of health care administration, including managed care, Medicaid & CHP+ eligibility and enrollment processes preferred;
Knowledge of Federal and State statutes, legislative initiatives and regulations, and Federal, State, and local policies;
Experience with Medicaid and CHP+ eligibility and enrollment, client eligibility determination and electronic document management systems preferred.
Effective and efficient communications skills, both written and oral;           
Bachelor's degree from an accredited college or university. Experience may be substituted for degree. 

SPECIAL REQUIREMENTS: Valid driver’s license and able to drive to meetings and trainings required. 

SALARY/BENEFITS:  Prowers County offers competitive compensation with a target starting salary for this position of $50,000-$60,000 DOQ, along with a comprehensive benefits package including Medical, Dental and Vision Benefits, Flexible Spending Accounts/Health Savings Account, 401(a) with employer match, 457(b) Deferred Compensation, paid time off including vacation, sick and holidays.  Prowers County is an Equal Opportunity Employer.
