How to Title and Register a Vehicle
Vehicle Purchased from a Colorado Dealer:
√ Title or Certificate of Origin
√ Standard sales tax receipt
√ Odometer disclosure statement
√ Application for title
√ Original or certified copy of security agreement if the vehicle is financed
√ Other documents - depending on what the specifics are
√ If the vehicle is financed or leased, Colorado dealers will forward paperwork directly to the Prowers County Motor Vehicle Office, and a notice will be mailed to you.
√ If you paid cash for the vehicle, the dealer will more than likely send the paperwork directly to you, usually by certified mail. Bring in those documents along with secure and verifiable identification and proof of insurance to register your vehicle.
Vehicle Purchased from an Out of State Dealer:
√ Title or Certificate of Origin
√ Proof that state sales tax was paid, or we will collect sales taxes
√ Purchase order from dealer showing purchase price
√ Verification of VIN must be completed by a Colorado law enforcement office or Colorado licensed dealer
√ Odometer disclosure statement
√ Original or certified copy of security agreement if the vehicle is financed
√ Proof of insurance
√ Weight slip, if applicable
√ Secure and verifiable identification
Vehicle Purchased from an Individual:
√ Title
√ Bill of sale indicating purchase price
√ If the title is issued by a state other than Colorado, then a VIN inspection is required
√ Odometer disclosure statement if the vehicle is less than ten years old. Most titles have a section of the title for odometer disclosure statement.
√ Current proof of insurance
√ Weight slip, if applicable
√ Secure and verifiable identification
Temporary Permits:
√ Original title signed over to buyer, copy of front and back of title or notarized Bill of Sale
√ Proof of Insurance
√ Secure and verifiable identification
**A person may operate a motor vehicle upon the highway before registering the vehicle if the vehicle was purchased within the last 36 hours from a person who is not a licensed motor vehicle dealer.
The requirements are:
√ The vehicle must have been purchased either on a Saturday, Sunday, legal holiday, or between 5pm and 8am.
√ The vehicle is being driven from the place where the seller stored the vehicle to the place where the buyer intends to store the vehicle.
√ The buyer possesses, in the vehicle, a bill of sale that shows the time, and date of sale and that is signed by both the seller and buyer.
√ The buyer possesses, in the vehicle, proof of insurance.
Homemade Trailer Requirements:
√ Weight slip
√ VIN inspection - if the weight is over 2,000 lbs., it MUST be a certified VIN inspection.
√ Dimensions (example - 8 feet long by 6 feet wide)
√ Value (how much the trailer is worth)
**PROOF OF INSURANCE IS REQUIRED FOR EVERY TRANSACTION, WHETHER FOR PERMIT OR REGISTRATION**
SECURE AND VERIFIABLE INDENTIFICATION REQUIRED:
Beginning June 1, 2006 Secure and Verifiable Identification is REQUIRED to obtain a new Colorado title, transfer of a title, a new handicap placard, a new registration and a temporary permit. A secure and verifiable identification consists of one of the following identifications:
√ Any Colorado Driver License or Colorado Identification Card expired less than 1 year
√ Out of state issued photo driver license or photo
√ US passport expired less than 10 years
√ Valid foreign passport with I-94 or valid Processed For I551 stamps; No: B1, B2, WT, WB, CP or NC status. H1, H2, J1, J2, F1, F2 etc., requires verification of Colorado employment or education
√ Valid I551 Resident Alien/Permanent Resident card. NO border crosser or USA B1/B2 Visa/BCC cards
√ Valid I688 Temporary Resident Card, I688B and I766 Employment Authorization Card
√ Valid US Military ID (active duty, dependent, retired, reserve and National Guard)
√ Tribal Identification Card
√ Certificate of Naturalization with intact photo
√ Certificate of (US) Citizenship with intact photo
The person coming into the office to complete the title work must be named on the paperwork. If the named person or persons is unable to come into the office, a Motor Vehicle Power of Attorney is required for the person coming into the office to be able to complete the transaction.
The Power of Attorney form may be located on the Department of Revenue Motor Vehicle web site, or you may come into the office to acquire one.

Motor Vehicle Renewals
√ Renewal postcards are mailed out the last working day prior to the month of expiration
√ If you no longer own the vehicle, disregard the notice
√ Use the blue mailing label to mail your check or money order and postcard to the Clerk and Recorder
√ Include proof of insurance if it is noted on your postcard renewal notice. Signing the back of the renewal card DOES NOT constitute showing proof of insurance.
√ Provide us with your new physical and mailing addresses if they have changed
√ Return the renewal card with payment in an envelope so that it will reach the County Clerk's Office before the last day of the grace period (one month after the expiration month). Checks should be made payable to Prowers County Clerk.
√ If you did not receive your renewal card, the timely renewal of your registration is still your responsibility
√ Prowers County vehicle owners will be required to pay an additional $10.00 late fee on each vehicle registered after the one month grace period as provided by Colorado Statute 42-3-111
Marriage License
What do I need to get a marriage license?
Each applicant must bring current ID or original Birth Certificate. Both parties must be present.
What if both parties cannot be present?
You can get a form in our office that has to be filled out and notarized by the individual that cannot be present.
What is the fee for a Marriage License?
$10.00 cash
What are the requirements for a marriage license?
√ Must be 18 years of age
√ For marriages 16 or 17, consent of both parents (or parent having legal custody, or guardian, or judicial approval is required)
√ Under the age of 16 requires Judicial approval along with parental consent
√ License is valid for 30 days from the date of issue and can be used anywhere in the State of Colorado.

Elections
The Elections department prepares, administers, conducts and tallies in a correct, uniform and impartial manner, Federal, State and County elections. The department also provides election services and assistance to Cities, Towns, School Districts and Special Districts of Prowers County. The department is the registry center for candidate campaign financing, voting information and voter registration.
How and where to register?
Prowers County Clerk & Recorder's Office, Monday - Friday from 8:30 am - 4:30 pm.
Registration Requirements
√ 18 years of age or older on the date of the next election
√ A citizen of the United States
√ Resides in Colorado and the precinct in which the person intends to register thirty days immediately prior to the election at which the person intends to vote
